What do Offerors Need to Know?
Prerequisites and Documentation:
The Offeror should prepare to provide the following documentation before initiating the process as some items could be time consuming to prepare:
- An Offeror can be a manufacturer, Original Equipment Manufacturer (OEM), supplier, or a vendor with authority and knowledge to submit the product for evaluation by the CS TPL
- Test and assessment is to be funded by Offerors, with funding provided via Cooperative Research and Development Agreements (CRADAs) with the U.S. Army
- For Compliance Assessment, components/products for assessment should comply with applicable National Institute of Standards and Technology (NIST) requirements (e.g. NIST Special Publication 800-53) as a baseline
- For Capability Assessment, the Cybersecurity Questionnaire will be built and confirmed based on the guidance provided by UFGS 25 05 11
- A Government sponsor is optional, but may provide priority for test and assessment

- Component Documentation; such as Setup Guides, User Manual, Administration Guides and Typical Application Diagram Environment
- Security configuration guidance to assist government users with configuring the product into a secure state
- Offerors must ensure product is eligible for sale to the government per Federal Acquisition Regulation or other policies before initiating the process. The CS TPL is not responsible for enforcing acquisition policies.
